In years three and four, he will definitely exceed the amount the Rays are willing to commit to a single player in their organization. Last year, the entire payroll sat around $63 million. Giving a single player anywhere north of $15 million, or almost 25% of the payroll, annually, would be financially irresponsible and potentially crippling for years down the road.
